Douglas L. Cassman
Consultant- After twenty-five years in the insurance industry, Doug joined Educational Services Company in the fall of 1996 and Governmental Consulting Services in August 2007. Doug has been deeply involved in setting up other entities that specialized in service to public schools in Indiana and other states. Doug's background in employee benefits, retirement plan design and private sector entrepreneurial activities provides our clients, as well as our company, with a balanced business perspective.

Dennis A. Deeter, FSA, MAAA
Consulting Actuary- In 2001, Denny joined the team at Educational Services Company with twenty-seven years’ experience in the insurance industry in the areas of financial reporting, business modeling, valuation of liabilities, experience studies and business planning. In 2007, Denny extends those services to local units of government through Governmental Consulting Services. In addition to operating his own company, Denny’s previous experience includes serving as valuation actuary for Standard Life Insurance Company of Indiana and United Presidential Life Insurance Company in Kokomo, IN. He is a Fellow with the Society of Actuaries and a Member of the American Academy of Actuaries.

Ije Dike-Young
Financial Associate- Ije´ graduated from Earlham College in Richmond, Indiana with a BA in Economics. She later went on to earn a Masters in accounting, an MBA, and a CPA designation. Ije´ joins the team of Governmental Consulting Services with 10 years’ experience in accounting/finance. She has experience in budgeting, financial analysis, financial reporting, auditing, financial process documentation and cash flow management. Her past experience includes 8 years in real estate accounting. She also has experience assisting with planning and managing an accounting department including the financial policies for the department. Ije will use her financial experience to assist local governments with various projects as part of Governmental Consulting Services.

Dan Eggermann
Consultant- Dan Eggermann has joined Governmental Consulting Services "GCS" as a consultant. Dan recently retired from the Department of Local Government Finance "DLGF," formerly State Board of Tax Commissioners, where he served as a Supervisor in the Budget Division. With over 30 years’ experience, Dan was responsible for assisting, reviewing and making recommendations on budgets, rates and levies for taxing units in over half of Indiana's 92 counties. Dan brings a wealth of technical knowledge and practical analysis in the area of local government budgeting to GCS. At GCS, he will provide hands-on budget assistance, review and training and conduct financial health analysis and special studies for local units of government. Through an agreement with Educational Services Company "ESC," Dan will provide the same assistance to school corporations.

Thomas G. Grabill
Consultant- A former Lawrence Township administrator, Tom is originally from the Michigan City Area Schools, starting as a high school chemistry teacher. Tom moved into school administration in the early 70s at Tri-Creek in Lowell, then 13 years at East Allen County Schools before the last five here in central Indiana. With nearly 30 years as a Business Manager in three different size school districts, Tom is a valuable resource to corporation officials throughout the state, and has been with Educational Services Company since January of 1999. Tom will also use his financial advisory experience to assist local governments with capital projects as part of Governmental Consulting Services.

Deanne K. Ludwig
Consultant- Deanne joined Governmental Consulting Services in September 2007 as a Consultant specializing in analysis and review of property tax abatements and working with tax increment finance districts. Deanne served as the personal property abatement specialist at Department of Local Government Finance, where she was instrumental in eliminating the backlog associated with over 2,000 property tax abatements as well as writing an abatement manual used by local officials and then continued working on abatements in the private sector before joining GCS. Deanne understands the complexities associated with abatements.

Pamela P. Retzlaff, CEBS
Benefits Consultant- Pam joined ESC in February 2007 and GCS in August 2007 to work with schools and local units of government on their benefits programs. For the past 18 years, Pam has worked with a variety of organizations and helped them design and maintain retirement and other benefits programs to meet the unique needs of their employees. In addition to earning her CEBS, Certified Employee Benefit Specialist, professional designation, Pam has received her NASD Series 7 and Series 66 security licenses.

Mike Reuter
Consultant/Financial Advisor- Through an agreement, Mike Reuter has joined the Governmental Consulting Services team. Mike formerly worked for five years at the State Board of Tax Commissioners and now serves as Chief Financial Officer for Hamilton Southeastern Schools, as well as financial advisor to multiple units of government throughout the State.

James H. Steele
Consultant/Financial Advisor- Mr. Steele joined Governmental Consulting Services soon after the company started up in 2007. Jim began his local government experience in Anderson Indiana as the city controller from 1980 to 1987. This was followed by three plus years as Executive Director of the Indiana Bond Bank. Jim then moved to the city of Indianapolis, first as controller for 9 years, Senior Advisor to the Mayor for 2 years and Financial Advisor to the City-County Council for the next 6 years. Today, Jim continues his work with various governmental units both in Marion County and Madison County. Jim has worked on a wide range of bipartisan committees for efficiency and cost reductions including with consolidation approaches.
